What I ended up realizing is that I can have a \new Voice _within_ a voice so 
am just doing

\new Voice = "words" {
                c4 d e f | g1 | % la la la la la.
                
                \new Voice = "lil_melody" {
                        g4 a g a | g a g a |
                }

                g f e d | c1 |  % la la la la la.
        }

\score {

   \new Lyrics \lyricsto "words" \verse_one
