I wanted to update this. I don't need SMS. Voicemail is required. Virtual phone numbers are fine. If I could use a service similar to Hushed or a popular 2nd number service using Linphone or an open source app, then that would be perfect. E911 service is not necessary, but if included then that's okay, too. Thanks.

Are there VoIP providers that allow the use of Linphone? I cannot use Google Services on my de-Googled Android phone. I'm in the USA, but can consider anything outside if they are good and reputable. I haven't found anything yet in my search in the USA.
