can i improve the rate of this lynx software, and can i also change the
browser for it's default adress for example i want put it on other url

Making Lynx go faster is something you should take up with the
system operators for your VAX. Lynx itself is pretty quick,
unless there is some problem with the installation. I suspect
that if Lynx is slow for you, the problem is internet connection
bandwidth and not Lynx. If you can do some more specific
tracking of where the time is going, then others may have some
suggestions for you.
Changing the page where Lynx starts by default? Yes, there are
easy things you can do. The WWW_HOME environment variable and
the STARTFILE parameter in lynx.cfg are how you do it.
Read about WWW_HOME in the User's Guide.
Read about STARTFILE in lynx.cfg.
