Henry,
it's so-called "quoted printable" encoding. AFAIK, it's a MICROSOFTism.
the form is "=<numeric_value>" of the character in the MS-DOS character-set
being used.
for 'quick and dirty', you can map _any_ such to " ". this provides a
"rough approximation" of what was really intended.
