Looking at this, I am beginning to think that Dominik Wujastyk’s idea to
put that into a separate file sa-iast-vedic.mim is probably better.

Because one might want to use ' as apostrophes or single quotes and one
might also want to use ` to quote something.

In the additions above, `` and '' are used only in pairs, so one can
still type something like 'f' `f` easily by pressing them only once.

So it might be OK. But it might also cause confusion when pressing them
twice accidentally.

I am not sure. What shall we do?

- just add this to sa-iast.mim
- make a separate file sa-iast-vedic.mim
- add this to sa-iast.mim as an option which is disabled by default:
    
    (variable
     (enable-vedic-accentgs
      (_"If this variable is 0 (the default), vedic accents are disabled.
    If this variable is set to 1, Vedic accents can be typed using the
    postfixes '' and ``.")
      0 0 1)) ; ((NAME [DESCRIPTION DEFAULT-VALUE VALID-VALUE ...])

    and then add a conditional below to add the Vedic accents only when
    that variable is 1.

I leave that for you to decide, Dominik and Vishvas!
