Tag "place=locality" is NOT THE good candidate to integrate into the street
index.
It should be "place=hamlet" (see
http://wiki.openstreetmap.org/wiki/Map_Features#Places).
Place=locality could be interesting too, but it's quite rare (and by
definition no one lives there, so rarely needed to find someone's address
:)).
Examples of rural towns with lots of hamlet in OSM :
