Hello,
I confirm Maxime's remarks. And I can also add that the new index
generation engine fundamentally depends on a couple of PostGIS functions
that are only available in 1.5+ (eg. ST_LongestLine). IMHO, these could
be hard to implement (+ unoptimal/heavy) purely outside the DB.
