[MIT-Scheme-devel] Release notes

As you may or may not have noticed, I recently created a directory
called src/relnotes populated with short files giving quick summaries
of changes worthy of note in the next release.

The idea is that we can make release notes by doing

cat src/relnotes/*

but as a directory of independent files, it is in no particular danger
of merge conflicts.  Feel free to dump stuff in there if you make
other noteworthy changes.
