Industry-Enforcement isn't able to see for example all copyright violations at 
once,
instead keyword-searches are necessary, which is a more complicated task.

Maybe it even saves some bandwidth? Just imagine a hundred clients polling
the list over and over again (abuse, but very unlikely ;) ..
