AFAIR this is not correct.

My xMule happily downloads from any eMule, and it does _not_ participate
in any Key-Exchanges used by the secure user ident.

The secure user ident only takes place, if both partners have it
enabled, if this is not the case (as with mldonkey or the native
clients), then the old method will be used.
