ChangeLog: 

Fixes making it possible to compile and test the monotone directory.

* netxx/probe_impl.h, netxx/socket.h: Move into netxx/netxx.
* netxx/Makefile.am: The above are now exported headers.
* netxx/accept.cxx, netxx/datagram.cxx, netxx/datagramserver.cxx
* netxx/probe.cxx, netxx/probe_select.cxx, netxx/recvfrom.h
* netxx/serverbase.h, netxx/sockaddr.h, netxx/socket.cx, netxx/stream.cxx
* netxx/streambase.cxx: Change inclusions to match.

* monotone/configure.ac: Check for socket().
* monotone/Makefile.am: The objects in UNIT_TEST_OBJ_SUPPORT are no longer
  built with a mtn- prefix.
  (unix/fs.o): Put back the -DLOCALEDIR switch for this file only.
  (check-local): Correct command.

* monotone/charset.cc: Correct inclusion of libidn headers.  Go back to
  setting //TRANSLIT here rather than having a local patch that changes
  libidn's interface.

* monotone/database.cc, monotone/schema_migration.cc
* monotone/unix/ssh_agent_platform.hh, monotone/unix/tester-check-net.cc:
  Correct inclusion of various library headers.
