Thank your for your bug report. I am not sure if this is the right bug
tracker for this issue. Maybe Mike can clarify where to report Octave snap
related bugs and where to find the source repository for that snap.
On their website https://snapcraft.io/octave it is written

Maybe you get better help there.
In bug #56721 Mike suggests to use Flatpak instead of the beta snap. I can
confirm, that the system curl is visible from Flatpak Octave.
More general this error is some limitation of Docker, Flatpak, snap, and co,
called "confinement"

Those applications run on arbitrary systems, but at the price of isolation
from the "host Linux". Depending on the tool, the isolation is stricter or
weaker, or still in beta phase.
