I think you can close this bug here: this is an issue specifically with the
Octave.app packaging, and not with Octave itself, since core Octave doesn't
provide a Mac app bundle, so you have no control over what icon is used for
it.

If you want, we can contribute whatever customized Mac app icon we make back
upstream, but I don't know if it'd be much use for you.
