@Rik: Thank you for overhauling the "is_same_file" function.
I noticed that you removed the condition (! is_pc ()) from the test:

%!assert (is_same_file ("~", tilde_expand ("~")))


This test fails on Windows. I think this is because "~" is not an alias for
the home directory on Windows. It is perfectly fine to create a file or
directory with that name.
