Follow-up Comment #33, bug#65220 (group octave):

A fourth option would be to simply swap the default choice of which
documentation to use when both above or below comments are present.  In this
case, Matlab users will always get what they expect, and the only change for
Octave programmers is not to put a comment immediately after the "function"
statement.  This is similar to the option to condition the choice based on '#'
or '%', but wouldn't require syntactic changes to the code.  If a programmer
is writing dual-code that is expected to run in either environment that would
be nicer since the code would run in either environment.
