Follow-up Comment #5, bug #65481 (group octave):

More "me too" comments don't help this issue. So, please stop spamming the
tracker unless you have a solution that others could benefit from.

Like mentioned before: This is a packaging issue in Homebrew. Octave cannot do
anything about it.
It is currently being worked on by the Homebrew developers:
