Follow-up Comment #2, bug #65515 (group octave):

Indeed, switching to "Software OpenGL" avoids the issue.

This was also a good pointer for further investigation as my system is
equipped with switchable graphics:
* Integrated Intel UHD Graphics (Intel Core i7-11850H)
* Dedicated NVIDIA GeForce MX450

When selecting the integrated graphics card (this seems to be the default) for
usage with Octave the issue with unresponsive GUI navigation occurs.

When forcing the dedicated graphics card to be used with Octave the issue does
not occur!

So, apparently this might be an issue with the OpenGL implementation/support
of the Intel UHD Graphics?
