Follow-up Comment #45, bug #59711 (group octave):

How many files are in "C:\femm42\mfiles")? I.e., what does
numel(dir('C:\femm42\mfiles')) return?

Given that a single folder in the load path leads to about 4 seconds
difference in load time, there is probably something else going on.
Do you have a virus scanner with "real-time checks" (or whatever it is called
when it checks files on-the-fly when they are accessed)?
Does it make a difference if you exclude the Octave folder ("C:\Program
Files\GNU Octave\Octave-9.1.0" and possibly also
"C:\Users\Renatoy\AppData\Roaming\octave" and "C:\femm42\mfiles") from your
virus scanner software?
