You observation seems to be correct: it's the legacy console setting.
Details:
Windows 11 Home 23H2, 64bit
GNU Octave 9.2.0 installed from octave-9.2.0-w64-installer.exe
With
StandardTerminalApp: ConsoleHost
Legacy: off
Quotes in the help text are rendered ok (without --disable-encoding for
makeinfo),
however (reverse-i-search) [ctrl-r] outputs the escape sequence esc[7m (which
is not interpreted as inverse video) and does not pretty-print
With
StandardTerminalApp: ConsoleHost
Legacy: on
Quotes are three "unknown sign" blobs
Reverse search garbles the output
With
StandardTerminalApp: TerminalApp
Legacy: on
I get a warning from the GUI version, but none from the CLI version. Quotes in
help texts and reverse search strings are broken.
