Might be related to iconv.

Before the gnulib update:

checking for iconv... yes
checking for working iconv... yes
checking how to link with libiconv... -liconv
checking whether iconv is compatible with its POSIX signature... yes


After the gnulib update:

checking for iconv... yes
checking for working iconv... no
checking whether iconv is compatible with its POSIX signature... yes
