Follow-up Comment #72, bug #31080 (group octave):

Found a pretty embarrassing error in the calculation of file timestamps on
Windows which is very likely the reason for the issues with missed updates of
the load path in Octave 9 on Windows.
jwe helped to fix that during yesterday's office hour (thanks again for that).
I pushed that fix to the repository here:

That error lead to a situation where essentially the high order bits of the
file timestamps were ignored. Only the low order bits of the file timestamp
were used for tracking modification times. These low order bits overflow about
every 7 minutes.
So, it depended on when a file was saved relative to the start of any of these
previous ~7 minute intervals and when the current ~7 minute interval started.
That made this issue to appear so random. (In most of my attempts I made a
modification to the source, rebuilt, and tried to create and run multiple
files in a row. It looks like I didn't cross one of those ~7 minute interval
borders just by "good" luck during any of these tests.)

I followed up by backing out the change from comment #67 because it is very
likely not needed (and didn't help to work around that embarrassing error in
the first place):
