Follow-up Comment #1, bug #66650 (group octave):

I think it does not confuse the axes rather it plots the way it should be,
where The *'BaseValue', 25* option shifts the baseline of the bars from the
default value of 0 to 25. This means that all the bars will be plotted
starting at the value 25 on the *x-axis*, rather than from 0.
