Follow-up Comment #3, bug #66698 (group octave):

Forcing people who want to report bugs to create savannah accounts is not what
we want.  And even if we did that, it would not prevent people from posting
inappropriate things, like possibly parts of Matlab M-files that they might
happen to have access to view, but that are covered by non-free copyright and
license terms and that savannah should not be distributing.  I guess it's up
to savannah admins whether they want to be distributing such material.  It
seems to me that they would not want to be doing that, even if there is a
strong policy against editing history.
