Not really. The texinfo-tex package only requires TeX to be present on
the system. For instance I'm using the TeXLive 2011 packages that
should appear in Fedora in the "near future", maybe Fedora 17 or
18, mostly depending on how fast the license audit of TeXLive is
completed.

If anyone is running Fedora and is in want of a more up-to-date LaTeX,
you can get the packages from
