Using latest mxe-octave, running as native mingw, postgres also fails for
me.
The  PKG_LIBS variable set for mingw system has a typo, and on my system it
fails with a final report that openssl need crypto library.

Setting the variable name, doesn't change the result though:
Looking at the log output, pkg-config had previously also reported it could
not find openssl, however both the library and .pc file installed
successfully.'
