2 things:
1) glib shouldn't be required to build octave; what command did you run? make sure your clone is up to date and try "make octave" (which now should be equivalent to "make", as jwe has made "octave" the default target in the top-level Makefile)
2) it seems you're doing a native linux build; you should focus on cross-build or native MinGW build instead
