Yep, this is a known bug. <http://bugzilla.gnome.org/show_bug.cgi?id=88670>

I've been fixing bugs day and night to try to get 0.13.0 out the door,
in fact over 20 bugs have been fixed in the last 10 days since 0.12.91.
But since this has been reported twice this morning on pan-users right
after the new release, , clearly I've been fixing the wrong bugs. ;)

I'll bump #88670 to the top of my todo list and post to pan-users when
this is fixed in CVS.

To answer your question, though: there's not a general way to set UTF-8
as the outgoing charset, so just keep with your current workaround of
setting UTF-8 in the "more headers" tab.
