Which is not up at the usual location.  Rather, it can be found at
http://pan.rebelbase.com/~charles/pan-windows-beta-3-setup.exe .

This is basically beta 2 with the console window put back in,
debugging turned on by default, and some extra debug messages in
the new user dialog, as a crude way to see where Pan is locking up.

If any Windows experts know of a better way to go about this,
please let me know. :)
