According to Duncan, the shortcuts start working when he switches to tabbed 
view and back to three-pane.  Do you see the same behavior?

Also, could both of you try shutting Pan down, removing your accelerator
file, restart Pan and check whether the accelators work?  The file is
~/.pan/accels.txt (or ~/.pan/data/accels.txt).  If you're particularly
attached to them, just rename the file. :)
