Yes, on both.  However, a number of folks have noticed that PAN isn't as
graceful with stuffed up ports as it could/should be.  In theory, it could
do something with them itself rather than waiting for the kernel to do it.
Note however that the PAN we have actually uses the gnet library to manage
the connections.  I understand the CVS version has migrated away from that
library once again (it wasn't all that long ago that I remember the
library dependency being coded in, well, long in years, since the
development vacation, but not so long in actual versions).  Thus, when it
comes out PAN will be responsible for its own socket management once again.
