Hmm.  I don't think you misunderstand...

Silly me, I posted my question before trying pan with a clean ~/.pan2
directory :(

With a fresh ~/.pan2 I added just two servers this time instead of the
half-dozen motley assorted ones in my old ~/.pan2 -- and now gmane works
perfectly as a backup server.

I don't have the energy to track this down today, but it shouldn't be too
hard when I'm more awake.  I doubt many people will run into this problem
anyway, so it's not urgent.
