[Phpgroupware-docteam] phpdocs for phpgw api - actual status

Hi All,

I have finished the first (of three) steps on creating phpdocs
for the 0.9.16 api.
All api files can now be parsed with phpdocumentor. Only pre-parse errors
will occur
that result from the "wrong inheritance" problem, because of multiple
classes with the same name.
Maybe I will work around this after the docs are complete.

After Dave has applied patch #2510 the second step will be to convert
existing docs (of the old format).

After this the last and biggest step would be to create docs for the
undocumented methods etc.
