This is usually a 2 step process.  First the administrator would need to
activate (allow) the news site to be a choice for users.  This is done 
by going into the Admin section and find Headlines configurations.  This
gives the administrator the flexibility to limit only a genre of sites to 
be used by the system users.  Then, the user needs to enable which ones
they want to monitor.  This is done in the users preferences.  The only
ones available, should be those enabled by the admin.
