Summary:  Walking over locked levels

Original Submission:  The Pingu currently always uses the shortest way to the 
next target, he doesn't look if the level is locked or not. Even so walking 
onto locked levels isn't possible, walk over them is (noticable at the end of 
the tutorial island).
