This is an english forum. If you want an answer, write in english as
the people who might answer you don't understand german.

If I understand correctly you say:

the file c:\pspp-0.6.1\configure can't be executed with the windows xp
command shell although the path has been changed to
path=%PATH%;C:\MinGW\bin
==============

So you use the Mingw based version of PSPP version 0.6.1.  I leave an
