I suppose you are trying to compile pspp from source using mingw.
Mingw uses a bash, just like linux, so configure will not work using
the windows xp command shell.

I suggest you to first make sure that your mingw installation works fine,
and then try to compile pspp. A good place with useful infos is the
official wiki: http://www.mingw.org/wiki/Getting_Started
