I found the answer myself.
Deleting the locales - besides the english one - in the share folder as John proposed unfortunately did not change the user interface language.
But once the locales deleted and starting psppire.exe directly out of the program folder did change it. I then copied a link to psppire.exe on my desktop and the prog starts in English. Hurray !

How you change the environment's locale is dependent on the operating system.  For
example, on GNU or on GNU/Linux you could use the command "export LANG=pt_PT" 
(for Portuguese portuguese) or "export LANG=pt_BR" for Brazillian portuguese.
This should also work for all operating systems which are posix compliant.  For others,
you will have to refer to your OS documentation.

Please note, that currently the Portuguese localisation of PSPP is somewhat out of date.
Only about a third of the strings are currently translated.  If you want to help fix this,
