I found the answer myself. Deleting the locales - besides the english one - in the share folder as John proposed unfortunately did not change the user interface language. But once the locales deleted and starting psppire.exe directly out of the program folder did change it. I then copied a link to psppire.exe on my desktop and the prog starts in English. Hurray !
