[RFC PATCH 2/3] mkvenv: assume presence of importlib.metadata

Subject: [RFC PATCH 2/3] mkvenv: assume presence of importlib.metadata

importlib.metadata is included in Python 3.8, so there is no
need to fallback to either importlib-metadata or pkgresources
when generating console script shims.
