Yes, we've so many resources we should divert them ! :)
Sincerly i feel it'll better to keep on working on tools, evaluation and
communication, rather than trying to enhance QSOS. QSOS will probably need
enhancements at some point, but i personnally still fell it's way to early...
again, IMHO.

Yes, concept of "mandatory" criteria is related to weigthing and
filtering not scoring.
