Jason,

This bug was fixed in rdiff-backup 1.1.6 and 1.0.5. Your traceback indicates
that the file "Time.py" in your rdiff-backup installation is out of date.

You should remove rdiff-backup and reinstall it as it has clearly been
corrupted at some point. Perhaps you have multiple versions installed? That
can happen when upgrading Python.

I am closing this bug report as fixed.
