Details:

Currently we have a single backup repository
<https://gitlab.com/makhlaghi/reproducible-paper-dependencies>, but as more
projects start to adapt this template, it is natural for them to have mirror
repositories.

Therefore once task #15345 (Automatically using backup tarball repository) is
completed, it may be good to have a file with URLs of backup repositories
within each project where users can select which one to download a tarball
from (if necessary).
