/etc/sks/mailsync in the sks debian package says:

I don't know Jason Harris (and there are 27 keys with that name on the
public keyservers) or i would have CC'ed him here, but maybe he'd be
willing to extend the same courtesy to SKS users in general. Maybe
someone who knows Jason personally could ask him to weigh in on this
discussion?
