Yes, that's the basic idea – instead of trying to reboot the world,
though, I think we have an opportunity to move towards better network
topologies by layering on top of what people already do and
bootstrapping from there.
All the addressbook / hosts stuff in i2p can be bootstrapped from DNS
(re: webfinger) and augmented by WoT after-the-fact (or up-front, if
the threat model justifies it).
