XTerm at least appears to ignore SendEvents unless they are
specifically enabled.  In my xterm, you can enable it by checking
"Allow SendEvents" from the Main Options menu (accessibly by holding
down Ctrl and left-clicking the mouse in the window).  I imagine it
can be permanently enabled using .xterm or .Xresources or something of
the sort.
