[swarm-hackers] status of svn changeover

So- can someone update / remind us what's up with the Savannah 
repository? Are we entirely switched over to SVN? Should we discourage 
people from using CVS?

If we have switched over, it seems like we need some kind of 
announcement on Savannah and our wiki??
