Re: [Taler] GNU Taler v0.9 released

Before, GNU Taler payments always went from a wallet via the exchange 
into the merchant's bank account. Now, payments can go from a wallet via 
the exchange into another wallet (likely conditional upon the recipient 
having passed some know-your-customer (KYC) check).
