The reports
Fatal: security module keys changed (file `/var/lib/taler-exchange/
offline/secm_tofus.pub')
When the keys of the secmod helpers (software security modules used for
signing) change, the taler-exchange-offline tool complains. That can
happen when you delete the on-disk state of the secmod helpers. Likely
happened due to packaging changes in the exchange that were not migrated
automatically.
You can just delete that file.
