Well, the Perl dual license which I was proposing to duplicate for the
CPAN distribution specifically states:

    It is free software; you can redistribute it and/or modify it under
    the terms of either:

    a) the GNU General Public License as published by the Free Software
    Foundation; either version 1, or (at your option) any later version,
    or

    b) the "Artistic License".

Therefore, the "forking" could simply require maintaining the
dual-licensed version and distributing it via CPAN then importing
periodically to texinfo sans changes and distributing it as GPLv3+
there.  Better yet, perhaps distributing the CPAN module separately and
a simple GPLv3+ wrapper script requiring the CPAN module from texinfo
would be the best idea.  This would certainly require the least work on
our part.
