The GNU GPL, being copyleft, is a better license than the Artistic
License, which is not. To change to a non-copyleft license requires a
strong justification, which until now I have not seen.
If you show me such a justification, that could convince me.
CPAN is free and welcome to distribute this program; if they choose
not to, that's no skin off our back.
