These character mangling reflect the cross-reference conventions
that are common for makeinfo and texi2html, see node 'HTML Xref' in 
the texinfo manual. 

It doesn't seems to be nodes here that cause trouble but toc and
index entries. This is relatively new code, I'll have to dig a bit.
It looks like either locale specific sorting or processing of 
hash keys without sorting.
